Woohooo today is my lucky day: I won the Green Card Lottery despite being ineligible!!!!
Below is a duplication of the textual content of the very official looking email I received today from gov.travel@usa.com (gov.travel@diplomats.com) telling me that all my dreams had come true and I have won a visa to live in the good ol’ US of A.
My email spam detector wrote the email off as “Appears to be advance fee fraud (Nigerian 419)”. I completely agree with its assessment.
The email states “You are one of the 50,000 winners selected by the computer random draw from the 12.1 million entries registered in the Diversity Immigrant Visa Program . The Diversity Immigrant Visa program is a United States congressionally-mandated lottery program for receiving a United States Permanent Resident Card. It is also known as the Green Card Lottery. ”
Unfortunately I come from a country whose residents are ineligible to enter the Green Card Lottery. I would definitely have applied were Britain’s eligible to do so.
The email goes on to request its lucky recipient send an $819 processing fee to one Richard Miller via Western Union money transfer.
$819 is a lot of money to many people in this world, especially those living in countries where residents are eligible to play the Green Card Lottery. It is mostly for their benefit that I have chosen to post the entire email here.
If you receive a similar email to the one printed below here then please take note of the sender’s email address. The proper website for the US Department of State (Dos) is http://www.state.gov and official emails from DoS employees will end in @state.gov such as the one used for the National Visa Center which is NVCINQUIRY@state.gov (compare it to the one that sent the replicated email of gov.travel@usa.com which attempts to mimic the DoS visa site sub-domain name of travel.state.gov). More DoS contact details are here. The email even hotlinks images from the official DoS website. Plus, as Aloha Dan commented below, “the Department of State doesn’t send email confirmations.. you must check the webpage with the number you got when you applied…”
I’ve forwarded the email to the US Department of State asking them to appropriately deal with its sender (or senders). I hope the perpetrators get a nice cushy room in a US jail where they will be screwed as good and hard as they’ve screwed over others, and then some.
Thanks to a comment left by The Beacon, we now know that the correct places to report these scam emails to are “the Internet Crime Complaint Center and the Federal Trade Commission online or by calling 1-877-FTC-HELP (1-877-382-4357). If the email requests you wire money via Western Union, you may also report it to Western Union by emailing spoof@westernunion.com or by calling 1-800-448-1492.” The quoted information comes directly from the USCIS blog (United States Citizenship and Immigration Service).
Update 14th October 2011:
Please see the bootnote at the bottom of this post. I think I know how the scammers got my details but I need your help to prove it.

Good luck to anyone who has applied to be entered into the Green Card Lottery. Please be vigilant and confirm authenticity of any replies you receive because it would be a shame if your dreams were dashed by one of these pathetic fraudsters.
Bootnote
Did you apply for a Green Card through usagc.org? I know I did so about 2 years ago, before I knew I was ineligible. This is the only place I can think of that had my details as the scammers have them.
I received a promotional email through tiptopjob.com inviting me to apply for a Green Card via the services offered by usagc.org. If you completed your application form through USAGC then it’s likely the scammers hacked the USAGC database to get hold of our details.
Please think back and let me know if you have ever applied for a Green Card through USAGC.

i also got this mail…
wooow
i received the exact email like yours. Is it a scam or real? please tell me
It’s a scam.
Definitely a scam.
I was completly shocked when i just recieved the email i apply year after year and wait in patience i just got the email and was so happy cause the crap my life has been recently but then i kinda caught on to the email ok they got my location, name and my email address right but then the western union + deadline struck me a little then all the extras included plus a city of my choice, my friend actually got accepted to texas recently and you don’t get to choose they tell you which city your accepted to plus the accomadation and health care i really doubt would have been paid for.
I smelt the fishyness because of the western union part then how the pictures are placed in the email and then when it talks about additional people it gives a nice example
“For example if you decide to move in the United States with
your wife and a kid the total fee is US$879(your fee) + US$879(your wife) +
US$879(your kid) = US$2637.”
The words “your kid” for a letter or kinda formal sense your kid wouldnt be something that would be said
It kinda made me think back to a website i used to read through and have a daily giggle at
http://www.419eater.com/index.php
Enjoy that read putting scammers to work lol.
The details they gave me of the US embasy person was the below address which was another address that comes up on the scam report

Yeah I got the same email here, scary that they included my full name, email address, country AND home phone number! It seems like a lot of people that received this email have actually looked into the green card lottery in the past so maybe there was some data stolen from one of the genuine agencies in the past.
The address on mine was:
Name : Bascom Talley
Address: 30 Leicester Square
London, WC2H 7LA
United Kingdom
It’s the first time I’ve known them to add someone’s home phone number in the email. That is worrying.
They could be using software to compare names and addresses with online phone directories to auto collect numbers. I can’t believe these scammers haven’t been caught yet.
I received the same email and yes its scary because these scammers were able to get the mobile phone number.

Mine said to sent the money to Thomas Krumme, 30 Leicester Square. They also had my home phone number which I don’t give out to anyone (I put it down on application form for US visa) Is it possible that someone takes details from application forms???
same happened to me….here is copy of the email

I am an american who has friends in Italy. I got a phone call from them this morning telling me that they had one the lottery to get a green card to the USA, but it had been sent in July with a deadline to send the money by Aug 4th. (he never checks his email) They thought it was real and called over another friend that had gone to school in the USA Who also thought it was the real deal. My friends fiancee just started crying because she was thinking that they had missed an opportunity to better there lives. I had them send it to me via email and at first I was like, no way, it’s hard to win this lottery, what luck he has. We hung up the phone and I looked at it better and noticed the email address was .org not .gov. Also, it says you can bring cousins, ext and I know that is not true. I had to send them a message to explain that it was a fake email, a scam. To put people through this is just deplorabe and something needs to be done about it. He got this exact email with a name of Michael Lyord to send the money too. They need to find these people and stop them.
Mike, that is awful. I hope the people who send these emails read how their scams affect people’s lives, especially how it has affected your friends. Something does need to be done and hopefully it will be done soon. I wish your friends good luck in eventually winning a green card or maybe they will find another route to the US.
Thank you for sharing, Mike.

Did you apply for a Green Card through usagc.org? I know I did so about 2 years ago. I wanted know whether I was eligible but “sadly” (maybe “sadly”, lol) I’m not. This is the only place I can think of that had my details as the scammers have them.
Please think back and let me know if you have ever applied for a Green Card through usagc.org.
Well this is the 2nd time I am receiving this mail, I did receive this similar mail last year as well then I took it to the Embassy of the United States, and they confirmed it was fraudI wonder what action has been taken so far.

I also got this e-mail just 3 days after filling my form for GC. Yes, I approached long time ago USAGLIS, but when they asked money for that, I cancelled, but it seems they hold my details and get even the details of official GC page… How is that possible, I thought it is a secret between me and the official page! The page told to check my status after the 1st of June, and this e-mail tells now that I am a winner – it is great scam! It asked me to send money by Western Union on this address in UK, although there is big embassy in my own country, so I could not believe, and they told they will send me a letter by post after receiving money only – legally it can’t be to send money without any paper and guarantee, also it has to be done in 3 days only – it is just cruel, otherwise I am not anymore eligible :) So the UK address is: Name : Masa Layer Address: 73 Queens Avenue London, N20 0JB United Kingdom
E-mail they wrote though is: dvs@kccusafis.org.
I will report about this scam to the needful institutions.
